For more than 40 years, Passport To Learning, Inc. (PTL) has assisted individuals with special needs throughout the state of California. With offices located in Los Angeles County, Sacramento, and Oakland Passport To Learning offers a diverse number of services in the Health and Human Services field from those involved in the judicial system to those who are parents.

Passport To Learning holds firm to the belief that anyone can change, improve and achieve with proper guidance, education, training and counseling. PTL has developed specialized programs that best address the unique challenges of individuals with developmental disabilities and to make possible the fulfillment of personal goals.
Passport To Learning was created in 1977 by Betty Walkes. A former teacher with 27 years of experience with the Los Angeles Unified School District, Walkes became a vendor in 1977 by South Central Los Angeles Regional Center as a specialist to provide tutoring to clients in the greater Los Angeles area. Walkes started Passport To Learning to ensure that no person living with disabilities would go without the resources and support they need to be successful.

PTL operations have always met or exceeded state and local guidelines as well as people, individual or program participants feedback. All PTL employees follow a three-pillar support base: financial stability; consistent operations guidelines; and high-level, experienced employees. PTL focuses initially on assessing consumers’ abilities and potential, measuring their status and establishing realistic goals that would enable people, individual or program participants to lead meaningful and productive lives. Secondly, education, training and counseling techniques are tailored from various disciplines to meet people, individual or program participants diverse needs. Through its diverse staff and exceptional programs, Passport To Learning, Inc. continues to aid the unique community of youth and adults with developmental disabilities through education, training, and support. Finally, PTL employs a team of more than 200 qualified and dedicated employees, a number of who are bilingual, to serve its diverse people, individual or program participants base.
